After a recent update to Microsoft Edge, all of my saved passwords are missing from both edge://passwords and the Wallet section at edge://wallet/passwords. I had sync enabled across all my devices, but the passwords have disappeared entirely even on my mobile device where I previously had full access.
This issue has made it impossible for me to log in to any of my accounts. I rely on Edge’s built-in password manager for both personal and work-related activities. The loss of this data has significantly disrupted my productivity and locked me out of critical services, including financial accounts and email.

This happened to me also. Spent 2 days chatting with Co-pilot and finally found the reason. When the upgrade took place, a certain switch secretly got toggled, and until you fix that, you will continue to lose your passwords every time you sign off a device. Here's what to do:
Go to edge://settings/privacy/clearBrowsingData
(there are 2 boxes on the right side of the screen, in the first one, the second line reads: "Choose what to clear every time you close the browser" with an arrow at the end. Click on that arrow, a new list pops up showing categories such as favorites, passwords, etc. Make sure that the toggle for PASSWORDS (and anything else you want to keep) is switched to the OFF position. For some reason the update turns the "PASSWORDS" switch to ON so every time you close your browser, any passwords you entered or had stored will be erased.
It took me 2 days to figure out what was happening, and luckily, I bought a new laptop last August, so I fired up the old one, saved the passwords to a .CSV file then synced it to my current laptop. If you happen to be lucky and have a device you haven't turned on since the upgrade, you can do this too, BUT: Be forewarned: You will want to make sure that the old device CANNOT connect to the internet when you turn it on, or it will sync with your current device and erase everything there too.
I unplugged my router, THEN turned on old laptop, put it in Airplane mode, made the .CSV file, then turned off AIRplane mode, plugged router back in, reconnected old laptop to internet and uploaded the .CSV file to OneDrive. I then turned off old laptop, turned new laptop back on and downloaded the .CSV file to my current/new laptop and salvaged all of my passwords, except for any new ones I made since last August, but I retrieved 740 passwords so I consider it a BIG WIN! BUT, be sure you fix the that toggle switch before you start this process or you will just lose it all again when you close the Edge browser.

Scroll down to the bottom right until the green table appears.
Let me know the value for passwords in the table.
As an additional try to fix the issue, consider downloading Edge Beta from https://aka.ms/EdgeInsider and sign in. Let me know if the passwords appear.
