MSTSC command in shadow mode -Cant resize window inside of viewing window

Using the MSTSC.exe /V: <server name> /shadow: "id of user"
Windows 2019
After connection is established, you can resize the viewing window but not the actual window that you are viewing.
If you click and drag or full screen, the viewing window stays the same and the viewer window fills in with black.

    I actually dont see the ratio size of % only "smart sizing" as option

    I think your RDP windows issue is related to Remote desktop software on Dell thin client running desktop (3040) OS 8.6_511.
    Could you please check if the same issue happen when we shadow remote access from win10(1909/2004/20h1)laptop to a session host 2019, will the same issue happen?
    If the issue doesn't happen, we can try to contact the Dell thin client support engineer.
