error code: 0x8000ffff In Outlook 2016 while adding or creating new PST

In Outlook 2016, I'm trying to create a new Data File.  When I click "Add" I get the error message:

An unknown error occurred, error code: 0x8000ffff.

I am tried new profile, new windows, another copy of office 2016 and still the same issue.

How do I fix this?

I have a solution for you (i googled it). In your screenshot i can see control panel in the background wich indicates you wanted to add new pst from there. And THAT is the problem. You can't. 

Solution:

Open Outlook 2016

click file>account settings wich opens the exact SAME dialog as from control panel and from there you can add another PST..

    This way I can open the PST file, but can not create a rule to move items to PST.

    No - profile is not the problem and this is not isolated incident. In our company we use mainly ofice 2010 and 2013. I cant say all works great but +- it works. Office 2016 on the other hand is different story. So far 4 instalations on brand new computers so new profiles, new installations of office 2016 and ALL have the same problem.. adding pst throws unknown error 0x8000ffff. 

    edit:

    various systems - win7 32bit; win 8,1 32bit; win 10 32bit.. desktop and laptop, some AMD some intel..
