Mouse can't scroll up or down when editing cell or using formula in excel 2016.

I have the same problem since 2-3 days. Frustrating.
When trying to edit a cell which has a formula in it or for example when in a cell B100 trying to SUM cells B1-B99, I cannot select these cells as my mouse wheel is not working. This is why I cannot select cells to be summed unless I use a side bar.
Recently I'm facing this problem too, my mouse is not working not just scrolling even though clicking.
But I've found a temporary solution for this. Just press ALT+TAB twice or Click another worksheet of the same workbook. Meaning that for doing it is: refreshing the current worksheet.
Going to another sheet does not help.
Yesterday I closed all of my excel files, opened them again and then my scroll wheel worked. But this "solution" did not help me today.
