I also had this issue and I was able to fix it on excel, it wasn't a mouse properties issue. At the bottom right corner, click where it says "display settings" and switch it to "optimize for compatibility". You will then have to close out of excel/word/all other office software, and re-open. This should fix your problem.
Cursor in excel too large
I had some sort of an update this morning when I opened a workbook. Ever since my cursor is huge - as a plus sign, arrow or four way arrow. I can't change it to a normal size and it interferes with my work. Can you help me change it back?

2018-10-22T20:54:25+00:00 Hi Marilyn,
Given the situation, I would suggest you check if the cursor is in the default size via Control Panel >Mouse >Pointers >Scheme as shown in the figure below:
If the issue remains after checking the settings, I would like to confirm the following information:
1.Does the issue only occur in Excel? How about other Office applications?
2.Does the issue occur in the certain workbook or all workbooks? If you create a new workbook, is the cursor size changed?
3.Please share your current Excel version (Product name and Full version number) with for checking on our side.
Regards,
Eli

2019-05-03T08:55:10+00:00 I only had this issue when using multile displays but I fixed it:
Go into your workbook:
Select File then Options
Under general
Look under When Using Multiple Displays
Change tp 'Optimise for Compatibility'
After a restart this solved the issue
Looking at other answers if this is happening on a single display - you may need to look at this option area to change these two settings to solve the issue.

2019-05-29T14:29:01+00:00 I was able to resolve this by selecting "Disable Hardware Acceleration" under the Advanced options. You will need to do this for all individual office apps.
