Using Office 365.
Cannot export to excel from Quickbooks and other non-Microsoft programs. Excel fails to open when the export command is run from other programs.
How can this be corrected?

I'm having this problem on my laptop. I have the same programs on my desktop pc (including QB) where they are all able to export to excel. The problem is on my laptop so there must be a configuration or installation problem on the laptop.

First up - am not a QB user so can't provide any specifics in that regard and you don't identify what the "other non-Microsoft programs" are that you're referring to.
However, ignoring the above, there's something missing from the description. More specifically, the export process in most 3rd party programs when "exporting to Excel" would be to
a) Create a CSV file which does not require Excel to run
b) "Optionally" launch Excel to open the CSV file just exported
So................the questions become
Are these absolutely "identical" on both computers or does one show "Click to run" and another "Store Version" as a for instance?
Without knowing anything else, a starting suggestion would be to repair your office install on the laptop. just to take that out of the equation. Go to Windows Settings --> Apps --> Apps & Features --> find the entry for office --> click on it --> Select <Modify> --> choose either <Quick Repair> or <Online Repair>. The Online Repair process takes longer but is more comprehensive.

When using QB to build reports, it has a function to export the report to Excel. That function has multiple export options, either a CSV file or an Excel worksheet. When the export is selected using the laptop, the Excel option is grayedout and only the CSV option is available.
Using the other application, which is a web based program to track vehicle by GPS, there is an option to export those reports to Excel. Using the laptop results in a dialog box saying
"Application Error
Saving a report to Excel requires Microsoft Excel. Unable to load Excel"

I'm running the quick repair now.
If the <Quick Repair> doesn't change anything, then might want to consider running the full <Online Repair>
If that doesn't change anything in terms of issues, some other questions
#1 - Are there multiple versions of Office installed? More specifically, did you install Office without uninstalling a trial version of Office (if applicable).
#2 - What is the version/build # of the other computer since you mentioned that machine works without any problems?
