Based on the error code and the error message, your organization uses both Mobile Device Management (MDM) for Office 365 and Intune on the tenant.
I'm afraid that the issue may be unable to be resolved by yourself. You may first contact the administrator and let them check whether they have assigned a valid Azure Active Directory Premium license to you.
Meanwhile, let them go to the Azure portal, check whether the MDM terms of use URL is correct and whether they have scoped users for automatic enrollment.
