THere is no design tab in excel online. Select the PivotTable tab, then click the Settings button, and there is a Layout section in the task pane.
Excel Web Missing Pivot Table Design Tab
After creating the pivot table from the data set, I am having trouble changing the report layout to tabular. I have searched for the "design" tab in order to do this, but I cannot find it.

Yes, it would be great if all the features were available in Excel for the web, especially since many schools prefer students to use Excel over Google Sheets.

You're here on a forum where some users try to help other users. In other words, even if you see Microsoft at the top of this site you don't "speak" to Microsoft. All this to say that nobody here can answer the why in your very concise post
