I am trying to access https://security.microsoft.com/reportsubmission but it says "You don't have permission to view this page. If you need to view and use this page, please contact your admin"

I am trying to access https://security.microsoft.com/reportsubmission to report a false positive domain that is getting automatically quarantined, but it says "You don't have permission to view this page. If you need to view and use this page, please contact your admin".

https://learn.microsoft.com/en-us/microsoft-365/security/office-365-security/tenant-allow-block-list-about?view=o365-worldwide "Allow entries in the Tenant Allow/Block List" section is what I am trying to do.

I am the only user of this computer and I am the admin of my email account. Can you please tell me how to gain permission?

    You need a license for Microsoft Defender and your account does not have a license for Defender (mine does not either - I have the cheapest plan)

    This is what I do: log in to the admin portal through GoDaddy. https://productivity.godaddy.com/#/admin/advanced - then click Admin (it never works properly for me to sign in directly from admin.microsoft.com)

    To view & release quarantine mail - you can report false positives when you release, go to: https://security.microsoft.com/quarantine

    To edit your antispam filters, go here - you can add safe senders and safe domains, but it will not override messages marked high confidence phishing. https://security.microsoft.com/antispam

    Hi Diane, for the account in question I can use both https://outlook.office365.com/mail/ and https://outlook.office.com/mail/ 

    It sounds like it's a work account?

    My email is hosting with GoDaddy. So would they be the tenant administrator? Sorry I'm not familiar with any of this verbiage.

    What is your domain name?

    When you log into Outlook on the web, is the URL outlook.office365.com ? That is a work account.

    I don't believe it's a Microsoft 365 Work account. How can I tell for sure?
