Arranging VBA Window

I am finding it impossible to arrange the VBA window so that Project is in the top left corner about 1/4 of the window width, Properties in the bottom left corner with about 1/4 of the window width, leaving the right 3/4 for coding.

I currently have the window below and cannot figure what to do to accomplish this. I have docking checked.

    Drag the title bar of the Properties window to the left of the bottom edge.

    .

    Then drag the divider between the two windows downwards.

    I trust you might admit that this is really much too cumbersome and MSFT should fix it.

    Many places on the Internet describe the difficulty with this!
