I have been using the Ctrl+Shift+C and Ctrl+Shift+V to copy/paste formats in Excel for years but they have stopped working. The computer beeps when I try them. There is no Customize Keyboard option in Excel either. Were these options removed?

No - this is not helpful at all.
As has been stated before the point is to NOT use the mouse. I've been using CTRL SHIFT C and CTRL SHIFT V for 30 years. I work on documents where I am constantly having to copy and paste formatting onto chunks of text. Having to use the mouse is not at all productive.
Clearly, the Microsoft experts have a weekly meeting titled 'what can we change today to tick off our customers' 'cos it's definitely working.

Thanks. This seems to work in Word, but not in Excel. Come on MSFT! Can't you resurrect the original keyboard shortcuts in Excel?

CTRL+SHIFT+C and CTRL+SHIFT+V were alive and well until recently. You are also correct that the format paint brush doesn't perform the same as CTRL+SHIFT+C and CTRL+SHIFT+V.
