Excel Workbook in View only mode only shows a specific Sheet. To view all sheets need to switch to Edit?

I inherited an Excel sheet "Phone List" - Organizational Phone book with the locals & names/designation of all employees.

The way this WB is created - when you are in a view only mode, you can see the Final Template(the end template to display all the employees/locals the way we want)

But when you are in Edit mode - Only then you can see the reference sheets that this Final Template is based on and make any edits.

I created a new sheet 'ByDepartment' - which basically have a drop down to select/view Employees by department. It also refers to these reference sheets.

I want to make it so that the end user can also see that new ByDepartment sheet along with the Final template. But there seems to be no settings for that?

Then I am wondering how did the previous user made it in the way so that the Reference sheets were hidden?

    Go to File > Info > Browser View Options > Under “Show”, Choose desired Sheets, Entire Workbook, or Items in the Workbook.

    Sure I made a test file. The only change from the original is the actual data to protect the PII.

    Phone List Test.xlsx

    In viewing, you will see the 'Final Template' only & in edit you will see the 'ByDepartment' also appear.

    The workbook is protected with reference & update sheets hidden as you suggested. Password: Pass

    I haven't met such issue. I'd suggest you raise it to Microsoft.

    Please contact your admin/IT department create a support ticket via Microsoft 365 Admin Center> Support> New service request. Support team there will have the correct channel and resources to help you investigate more and find what exactly the reason has caused this situation.
