First, you’ll need to meet certain criteria to qualify for the E5 developer sandbox in the Microsoft 365 Developer Program and according to this article: Microsoft 365 Developer Program FAQ, you should:
- Be an active developer
- You should use your account for some time to be eligible and with a history of activity within the program is needed to ensure you are an active developer
- Use a supported Microsoft Account
- You should sign up using a personal Microsoft account (e.g., Outlook.com, Hotmail.com)
- Corporate accounts (e.g., work or school accounts) do not qualify unless linked to a Visual Studio subscription

- Accounts created using phone numbers or ending in .onmicrosoft.com are not supported
- Have a Visual Studio subscription
