SMS functionality in Microsoft Teams is not enabled by default for all phone numbers. To use this feature, your organization must have the appropriate subscriptions and complete specific configuration steps.
To enable SMS in Microsoft Teams, your organization must have these appropriate subscriptions:
- Microsoft Teams (included in most Microsoft 365 plans)
- Teams Phone (adds telephony capabilities)
- Microsoft Teams Calling Plan (provides the phone number and PSTN connectivity)
These licenses must be assigned to the user who will send and receive SMS messages.
Please note that:
- SMS is currently supported only for Calling Plan phone numbers in the United States (including Puerto Rico) and Canada.
- SMS in Teams is designed for business messaging (A2P), not consumer texting or bulk marketing.

To set up SMS for your tenant:
Administrator Role Requirements:
You must be assigned one of the following Role-Based Access Control (RBAC) roles:
- Teams Administrator
- Teams Communications Administrator
- Teams Telephony Administrator
- Or Global Administrator

Configuration Steps:
Step 1: Create a Brand (your organization identity) and a Campaign (purpose of SMS use):
- Go to Teams Admin Center under> Voice > Service configuration > SMS.
- Select Create your brand to start / Update brand / View details
- After filling out all the applicable fields, select Submit.

Step 2: Create a Campaign for SMS in Microsoft Teams
- Once your Brand and Campaign are approved, you can begin the campaign registration process.

Step 3: Turn on SMS for a user.
- In Teams admin center, navigate to the left side rail, select Voice > Phone numbers > Numbers.
- Find and select the number for the user.
- In the contextual menu just above the list of phone numbers, select Enable SMS.
- If the number isn't already assigned to a user, you can assign that number to a user.

Note:
- SMS may include additional charges.
- If your organization is outside the supported regions or using Direct Routing/Operator Connect numbers, SMS will not be available natively. In that case, you may need a third-party SMS integration.
