Unable to receive verification SMS when creating an account for Microsoft 365 Developer Program – Error: MS-CorrelationId: REMOVE PII

When I try to create an account for the Microsoft 365 Developer Program, I receive the error shown in the attached image.

I have already tried the following:

Waiting 168 hours (7 days)

Using different networks

Using different browsers

Using different phone numbers

However, the same error persists.

This issue happened because I was experiencing problems receiving SMS messages and didn’t realize it. I ended up making multiple registration attempts, which I believe caused this error.

How can I resolve this issue?
