Sending, receiving, and organizing email in Outlook.com

Thank you for reaching out to the Microsoft Q&A forum. I see that you have already checked rules/filters/Other and tested sending to yourself.
Please confirm:
- Is your Microsoft storage full?
- Can you send emails but not receive, or is both broken?
- Does the sender get any bounce/NDR when emailing you? If yes, please provide only the error code/text (remove addresses).
Meanwhile Please also:
- Check Microsoft cloud storage
- If your Microsoft cloud storage is full, Outlook.com cannot send or receive email. Messages sent to you while storage was full can be bounced back to the sender and are unrecoverable. Check your mailbox storage and free space, then test again.
- Check whether the account is blocked or needs security verification
- Outlook.com may stop mail flow if the account is temporarily blocked due to unusual sign-in activity. Use Unblock my Outlook.com account - Microsoft Support
- If password was changed recently, re-authenticate the account
- If you changed your Microsoft account password recently, please update/sign in again because account status can affect send/receive.
- If only one device isn’t syncing, remove the mobile partnership
- If the issue is limited to a specific mobile device/app, remove the partnership between the mobile device and your mailbox.
