Hello,
Any suggestions why I do not see the data in order of DepartmentID?

sort transformation allows you to sort the incoming rows on the current data stream. You can choose individual columns and sort them in ascending or descending order.

It looks you are using a parameter as dynamic expression inside Sort transformation under sort condition. Could you please see are you passing your data in to parameter correctly.
