I have a digital license for Windows 10 which is linked to my account. I upgraded my motherboard and other hardware to comply with Windows 11 and have installed Windows 11 on the new hardware, but am unable to Activate Windows 11. The troubleshooter continually responds with the following:

"Unable to activate Windows

We can't reactivate Windows as our servers aren't available right now. Wait for a few minutes or try adding your Microsoft account again."

    Hi!

Did your computer's license come pre-installed when you bought the computer? Or did you buy it yourself?

If you bought the license, did you purchase it from the Microsoft Store, a retailer, or a third-party website?

If your license is pre-installed, or you bought it from a third-party store, your license must be OEM. This type of license is non-transferable, and you cannot use it if you change your computer's motherboard.

But if you bought the license from Microsoft and it's linked to your email account, try reconnecting it to the computer.

    1. Open Windows Settings > Accounts > Your info > Under Microsoft account, click Sign in as a local account.
    2. Click Next > Enter your email or Windows login password.
    3. Enter your user information > Next > Sign out and finish.
    4. After unlinking your email account from Windows, restart your PC > When it starts, relink your email account.

Follow these steps to reactivate Windows 11 after the hardware change:

    1. Confirm Windows 11 activation state
      • Select Start > Settings > System > Activation.
      • If Windows shows as not activated and you see an error such as 0xC004F211 or 0xC004F213 (hardware changed / no product key found), this is expected after a motherboard change.
    2. Make sure the digital license is linked to the Microsoft account
      • On a working, already-activated Windows 10/11 device (if available), verify that the Windows 10 digital license is linked to the same Microsoft account by going to Settings > System > Activation and checking the status message (for example, Windows is activated with a digital license linked to your Microsoft account).
      • If it is not linked, follow the Add an account steps described in the “Link your Windows 11 digital license to your Microsoft account” section, then try again on the new hardware.
    3. Run the Activation troubleshooter on the new hardware
      • Sign in to Windows 11 on the new hardware using the same Microsoft account that holds the digital license.
      • Go to Start > Settings > System > Activation > Troubleshoot.
      • When the troubleshooter shows Windows can’t be activated on your device, select I changed hardware on this device recently, then Next.
      • Sign in with the same Microsoft account (if prompted).
      • From the list of devices linked to the account, select the checkbox for This is the device I’m using right now, then select Activate.
    4. If the troubleshooter reports server issues
      • The message “our servers aren’t available right now” indicates a temporary activation service problem.
      • Wait and retry the troubleshooter later from Settings > System > Activation > Troubleshoot.
      • Ensure the device is online and still signed in with the correct Microsoft account when retrying.
    5. If the device does not appear or activation still fails
      • Confirm that the same Microsoft account used for the original Windows 10 digital license is being used.
      • If the troubleshooter cannot find a matching license or continues to fail, use the exception path described under error 0xC004F211/0xC004F213:
        • Go to Settings > System > Activation > Troubleshoot.
        • If offered, select the link to reactivate after a hardware change and follow the prompts.
      • If there is still no success and the license is Retail (not OEM) and visible in the Microsoft account purchase history, contact Microsoft Support so they can locate the digital license and reactivate it or assist with phone activation, as shown in the referenced Q&A resolutions.
    6. If a product key is available
      • If there is a Windows 10/11 product key from the original purchase, it can be re-entered on the new hardware:
        • Go to Start > Settings > System > Activation > Change product key, enter the key, and complete activation.
      • This is equivalent to activating as a “new product key,” which has resolved similar post-hardware-change scenarios.

If none of these steps work and the troubleshooter cannot bind the license, direct assistance from Microsoft Support (including phone activation) is typically required to reassign the digital Retail license to the new hardware.
