For a personal Outlook.com/Microsoft account, recovery is only possible through the automated tools and forms. Support agents cannot bypass these systems, disable two-step verification, or manually reset passwords for security reasons.

    Follow these steps in order:

    1. Use the Sign-in Helper and standard recovery flow
      • Go to the Sign-in Helper tool: Sign-in Helper.
      • If the password is not accepted, start from Recover your account: Recover your account.
      • Make sure the full email address and domain are correct (for example, outlook.com vs outlook.co.uk) and that the name part is typed exactly (for example, rachel vs rachael).
    2. When the old phone number / security info is shown
      • If the phone/email options shown are no longer accessible, select I don't have any of these when prompted for a verification method.
      • This will route to the account recovery form.
    3. Improve chances with the Microsoft account recovery form
      • Before filling the form, ensure there is a working email address (any account that can be accessed) where Microsoft can send updates, as described in Step 1: Ensure you have a working email for Microsoft account recovery.
      • Then open the Account recovery form: Account recovery form.
      • Complete it from a device and location that were regularly used to sign in to this Outlook account (for example, home PC, usual phone, home network). This increases the likelihood the system recognizes the sign-in pattern.
      • Provide as much accurate detail as possible (previous passwords, folder names, contacts, recent subject lines, etc.). Microsoft reviews the form and responds within about 24 hours.
    4. If the form keeps failing or says the account doesn’t exist
      • If the message is “The Microsoft account you've entered does not exist”, carefully recheck spelling and domain. If still correct, follow the guidance in My username and password have stopped working.
      • If the username is correct but still not recognized, use the Sign-in Helper again or the Recover your account page and try any other alias or phone number that might be on the account.
    5. If two-step verification is enabled and no methods are available
      • If two-step verification was turned on and none of the verification methods (phone, email, authenticator, recovery key) are accessible, Microsoft states that support cannot help further. For security, agents are not allowed to send password reset links or change account details in this situation.
    6. If rate limits or lockouts are hit
      • If there have been many attempts (password resets, codes, or recovery forms), the system may temporarily lock further attempts. In that case, wait the full lockout period (often around 24 hours) without trying again, then retry the recovery form from a familiar device and network.
    7. Contact support (for guidance only)
      • For consumer Microsoft accounts, phone support cannot override the automated recovery, but support can provide guidance on using the form and confirm what options remain.
      • Use the general Contact support entry points referenced in the Q&A posts (for example, via the Microsoft Support site → “Microsoft account & billing” → “Password reset or account recovery” → chat, where available). Any other working Microsoft account can be used to sign in to contact support.

If two-step verification is enabled and there is no access to any verification method or recovery key, and the recovery form is not accepted, there is no additional manual path documented to regain access. In that case, it is necessary to gather any evidence needed for the legal matter from other sources (lawyer, court, counterparties) because the mailbox may not be recoverable.
