Phone Link not loading

Windows 11 pro, Version 10.0.26200 Build 26200

When attempting to load phone Link, from the "START" menu, search bar, or from the taskbar, I see a blank dialog box appear for about 10 seconds, this goes away. nothing else appears to happen. Have to removing PC from phone Phone Link settings, no difference, Phone Link will not load. I cannot adjust settings in the PC Phone Link, because I cannot open it.

    Open Microsoft Store then click Downloads

    Click Check for updates then Update all

    • Reset Phone Link app

    Press Start then search Phone Link
