The error message Microsoft.Exchange.Data.Storage.TenantAccessBlockedException indicates that your Microsoft 365 tenant has been blocked at the organization level, meaning the issue is not caused by a glitch within the Outlook web app itself.
In most cases, this occurs due to a subscription or billing issue, a recently renewed subscription that hasn't fully propagated across Microsoft's servers, or a tenant state that is currently flagged as suspended or disabled.
To help you regain access to your Outlook as quickly as possible, your IT department's Global Administrator will need to log into the Microsoft 365 admin center and review the organization's status. Please coordinate with your administrator to have them complete the following troubleshooting steps:
1/ Verify and resolve billing issues
- Sign in to the Microsoft 365 Admin Center and navigate to Billing > Bills & payments to check for and settle any overdue balances.
- Go to Billing > Your products, select the primary Microsoft 365 or Exchange Online subscription, and check its active status.
- If the subscription status is marked as Suspended or Disabled, select Reactivate subscription and follow the prompts (which may include updating the payment method on file).
Note: If your administrator confirms that the billing is already completely up to date, they can skip this step.
2/ Confirm user licensing
The admin should also verify your specific user account to ensure you still have a valid Exchange Online or Microsoft 365 license actively assigned to you.
Please note that after clearing overdue balances or reactivating a subscription, it typically takes 1–3 hours (and up to 24 hours in some scenarios) for Microsoft to fully restore services across their backend systems. During this replication window, you may continue to see the "Tenant is blocked" error message.
If everything in the admin center already shows as active and the issue continues to persist past the replication window, the Global Admin will need to open a support request so Microsoft can review the tenant state from the service side.
