Since this is an @att.net email address, the first thing to confirm is where the verification code is being requested. If the code prompt appears when signing in to AT&T/Yahoo webmail, then the recovery code and phone verification are managed by AT&T/Yahoo, not by Outlook. Outlook is only the mail app used to access the mailbox, and a Microsoft 365 Personal subscription would not normally control AT&T account recovery.
Please try signing in directly through AT&T webmail first, such as the AT&T Mail or currently.com sign-in page, and use the forgot password/recovery option there. Check whether the phone number shown for verification is still current. If the code still does not arrive from AT&T’s sign-in page, you would need to contact AT&T support because they manage the recovery and verification methods for the @att.net mailbox.
If you can sign in successfully on AT&T webmail but Outlook still cannot connect, then the issue is likely with Outlook account setup rather than account recovery. In that case, remove and re-add the account in Outlook. For some AT&T/Yahoo accounts, you may need to use an AT&T Secure Mail Key or provider app password instead of the normal account password.
