A device attached to the system is not functioning even after windows reinstall

I keep getting this message every time I try and connect to a network drive even after I reinstall windows and unplug literally everything. I checked device manager and nothing has a problem over there since I downloaded all the drivers. I got this message after my hard drive literally died on me but I took it out and replaced it. I've reinstalled windows at least 10 times and somehow there's still a device that isn't functioning.

Edit: The error only shows up when I try to connect directly to the network drive using the IP in explorer. It doesn't have a problem with connecting to network drives that show up in the menu. Only problem is these drives don't show up in the GUI.

    Had you recently powered off the computer?

    Or was there an unexpected shutdown and restart?

    So far there were no reports seen within all of the files collected about a device attached to the system.

    This may or may not be fixed as you progress through the current troubleshooting steps.

    There were some findings in the files that can be troubleshooted to tune up the computer.

    Please perform the following steps in sequence:

    1) Create a new restore point:

    2) Turn off Windows fast startup:

    3) Reset the hosts file back to default:

    Open administrative command prompt and type or copy and paste:

    5)) sfc /scannow
    6) dism /online /cleanup-image /restorehealth
    7) chkdsk /scan

    When these have completed > right click on the top bar of the title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into this thread

    Make sure all of the steps in the prior thread are completed before starting the steps in this post.

    1) Open administrative command prompt and type or copy and paste:

    net user test /add

    2) Post an image or share link into this thread.

    3) Reboot

    4) Log on with the new user named test

    5) Indicate whether there are any problems or whether the computer works smoothly

    6) Open the Dell website > support > enter the product or serial number or tag > view drivers > reinstall these drivers:

    These problems should not occur with a clean install.

    Had you deleted all partitions making an unallocated drive before installing Windows?

    Consider the following steps:

    a) check the hardware running the Dell diagnostics:

    How was the non-signed driver installed earlier in the thread?

    Make sure that the computer passes all of the diagnostics before the clean install.

    Please take a picture with a camera or smartphone camera and post an image of the tests performed with results.

    Create a new bootable Windows 10 iso before the next clean install.

    During this clean install make sure all drivers are installed using the Dell Support Assistant.

    All of the drivers on the Dell website are the best tested drivers.

    So install any driver using the Dell Support Assistant.

    Later Windows updates can be performed.

    Please don't modify the hosts file until the computer performs well for at least one week.

    Make sure Windows fast startup is turned off.

    Then monitor using the reliability monitor.
