A device attached to the system is not functioning even after windows reinstall

I keep getting this message every time I try and connect to a network drive even after I reinstall windows and unplug literally everything. I checked device manager and nothing has a problem over there since I downloaded all the drivers. I got this message after my hard drive literally died on me but I took it out and replaced it. I've reinstalled windows at least 10 times and somehow there's still a device that isn't functioning.

Edit: The error only shows up when I try to connect directly to the network drive using the IP in explorer. It doesn't have a problem with connecting to network drives that show up in the menu. Only problem is these drives don't show up in the GUI.

    Please start from ground zero:

    a) test the hardware using dell diagnostics long test > post images of the tests performed with results
    b) make a new bootable windows 10 iso
    c) perform a clean install WIndows 10
    d) install no drivers, or applications
    e) run the computer with Microsoft default drivers

    Has this problem been solved in the end? I'm having the same problem now on Windows 10 trying to map a network drive.
