I registered and created a new domain on Office 365 to experience O365 E3 trial version then created an application in Dot Net to send emails using graph API, both to same and different (gmail etc.) domains.
On coding side I don't see any error being produced, however on mail box side immediately I receive an email saying:
Delivery has failed to these recipients or groups:
******@something .onmicrosoft.com
Your message wasn't delivered because the recipient's email provider rejected it.
I am able to send emails from mailbox, manually by visiting https://outlook.office.com/
I am Office 365 global admin.
Are you sending too many emails in a short period of time?

Check your SPF on your cpanel domain. Delete All spf record and make only one spf record like this :
Name : yourdomain.com
Time : 3600
Type : TXT
Record : v=spf1 include:spf.protection.outlook.com -all

I am also having the same problem; Outlook/Hotmail emails are being rejected even by my own Hotmail account - for instance when I try to send an image to myself for access on another device.
I regularly receive notifiation that "Your message wasn't delivered because the recipient's email provider rejected it", when sending new emails or even forwarding email, not just with images but with text only messages.
This occurs regularly when using my iPhone to send Hotmail/Outlook emails, even with VPN switched on.
What's the solution?

I got the same problem when I created a business email account on Microsoft Business.
The reason is that I manually deleted the custom email server's connection to my domain's DNS on Godaddy (my website server).
Please check your domain status at the https://admin.microsoft.com/#/Domains

Just started having this issue today with my outlook.com email account. Seems to be with emails I try to send with attachments.

Add the email addresses to your 'safe' list. This sorted it for me.
If you add the particular e-mail addresses to your 'safe' list, all emails should go through with no problem.

Its surprising that no one from Microsoft is answering or fixing issue. No wonder people will go to Gmail.com It's simple to explain issue. ANY Email when sent from XXX@outlook.com (which is alias email) to ANY outlook email gets this error and it fails to deliver email. THIS IS MAJOR MULTI-MILLION DOLLAR BUG !!! Its consistent to repeat and reproduce.
