Outlook 2013 connection to Office365 - SCP error

Hi,

I am trying to connect Outlook 2013 ( hosted in Server 2008r2) to O365 and unable to connect.

When run SARA tool
Getiting autodiscover error - We couldn't authenticate your client certificate
. WintHttpSendRequest, error code :0
Attempting to retrieve SCP URLs and could not find any SCP URLs.

But we have other Windows server 2016 and office2013 and able to connect without any issues.

Can someone guide me to resolve the issue.

    Jell, I have clarification on this "Certutil.exe -generateSSTFromWU C:\PS\roots.sst"

    is it Certutil.exe -generate C:\PS\roots.cer" ?

    Updated certificate , enabled TLS 1.2

    I enabled TLS 1.2 , updated certificate and no luck
