sql server 2019 licensing

hello,

i have a deployment of 3 sql server 2019:

• 2 that need to run as cluster
• 1 as standalone server

those 3 servers, need to run in virtual environment, which is not hyper-v. I would like to know, what licenses i need to have to cover this need?
