SQL Server license 20

Hi,

I am creating a 3rd party software which would need deployment of SQL server. At present we have done the test works in SQL Express now want to upgrade to SQLSERVER. Do I need to buy it if I give the SQL to a third party for testing and only pay licensing if the testing goes towards seel

    In general, Express and Developer editions are free, like standard edition need license, you need to specify what edition you want to upgrade to?
