As HoloLens 2 is a cloud first device, it relies heavily on internet and cloud connected services for user authentication, OS updates, MDM management, and so on. For more information about HoloLens updates, please refer to HoloLens 2 release notes | Microsoft Learn.
If your device is not in a completely offline network environment, then we recommend using Azure AD, please refer to Common Scenarios – Near Offline or Restricted for HoloLens 2 | Microsoft Learn.
Unfortunately, our devices are to be utilized in a completely offline network environment. A local WiFi network would most likely be utilized for the devices to interconnect but no internet access would be available.
Does Microsoft provide sales/support for the setting up of an on-premise Azure cloud solution?
As far as I know, there is no support for this. If you can't use Azure AD, then according to Manage user identity and login for HoloLens | Microsoft Learn, only MSA and Local account are left.
