pictureURL null value

In sharepoint on premise, when using /_api/SP.UserProfiles.PeopleManager/getpropertiesfor(@v)?@v=%27user\domain%27 a few users get pictureURL =null, but they have an image associated to their user profile in sharepoint... Any idea?
