Microsoft eCDN with Teams Enterprise (Attendee Pack model)
Microsoft eCDN is included in Teams Enterprise. Any user with an Enterprise-class license (for example, E3 or E5) can schedule and host Town Halls in the following configurations without any add-ons:
- Interactive Town Halls (reactions, polls, hand raises, streaming chat) — up to 3,000 attendees
- View-only Town Halls (view-only experience plus Q&A) — up to 10,000 attendees
Both options have Microsoft eCDN included by default. You don't need to pay extra for Microsoft eCDN.
Attendee Packs for larger events
If you need to host interactive Town Halls with more than 3,000 attendees, purchase the appropriate Attendee Pack for event organizers that need them:
- Teams Events 5,000 Attendee Pack
- Teams Events 10,000 Attendee Pack
- Teams Events 20,000 Attendee Pack
- Teams Events 35,000 Attendee Pack
- Teams Events 50,000 Attendee Pack
- Teams Events 75,000 Attendee Pack
- Teams Events 100,000 Attendee Pack
An organizer with an Attendee Pack license can schedule and host as many Town Halls throughout the licensing period as needed, with Microsoft eCDN included. For example, an organizer with a 20,000 Attendee Pack license can host multiple concurrent Town Halls with up to 20,000 attendees each.

Legacy per-user licensing (legacy Teams Premium)

The following licensing model applies only to events organized by a legacy Teams Premium license holder. The current Teams Premium license no longer includes this entitlement. If you aren't using legacy Teams Premium licenses, see the Attendee Pack model above.
You can purchase standalone Microsoft eCDN licenses for your tenant via three channels.
Volume Licensing
Contact your Microsoft Technical Specialist, Account Executive, or Customer Success Account Manager.
M365 Admin Center
Navigate to Microsoft 365 Admin Center > Billing / Marketplace > Purchase services > search "ecdn" > eCDN (Enterprise Content Delivery Network) appears > select details > enter required fields and place the order.
You're prompted to select a license quantity. For optimal experience, license all users in the tenant.
Microsoft Cloud Solutions Providers (CSP)
If you're procuring via a Microsoft CSP, contact the CSP directly.

How much does Microsoft eCDN cost under legacy licensing?
Microsoft eCDN costs $0.50 per user per month with an annual subscription.
How many licenses should I purchase?
Customers are expected to purchase a number of licenses that cover the total number of unique users whom they intend to benefit from the product. For most customers, this number is typically equal to the entire tenant's user base. See below for example license scenarios.
Microsoft reserves the right to monitor and enforce high usage limits at any time. While the product is enabled tenant-wide and automatic limitations based on over-usage aren't enabled, usage is periodically audited and over-usage is flagged. Microsoft reserves the right to throttle or disable eCDN performance without notice for repeat overuse.
Do licenses have to be assigned to users?
Once enabled, Microsoft eCDN works out of the box without the need to assign licenses to individual users.
Note
While assigning licenses is not required, customers must ensure that they have purchased an adequate number of licenses to accommodate their intended usage.
What if I have legacy Teams Premium licenses?
With every legacy Teams Premium license, you get one attendee entitlement to the Microsoft eCDN service. As such, each legacy Teams Premium license offsets the total number of necessary Microsoft eCDN licenses.
For example, if you need 20 Microsoft eCDN licenses to cover your intended usage and already have 5 legacy Teams Premium licenses, you only need to purchase 15 supplemental Microsoft eCDN licenses.

Here are some example license scenarios to help you determine the number of licenses you must have under the legacy per-user licensing model.

* Working from home permanently means the employee has a remote-only position and never goes to the office.
** A benefiting user is a user that participates in an eCDN enabled event at least once a year. If a user predominantly works from home and occasionally goes to the office and attends live events, this user counts as a benefiting user.
*** Licenses can be legacy Teams Premium licenses, standalone Microsoft eCDN licenses, or a combination of both.
**** Microsoft eCDN needs to be disabled for EMEA & APAC via subnet mapping.
