EU Data Boundary documentation change log

The following table lists notable updates to the EU Data Boundary documentation.

December 11, 2024 Azure: Azure OpenAI Service Azure OpenAI service adds an optional service capability for data zone deployments that may cause Customer Data to be stored outside of the EU Data Boundary.
October 9, 2024 Microsoft 365: Cloud PC Windows 365 is fully compliant with EU Data Boundary. There remain a small number of Cloud PCs that were unable to be moved into the EU Data Boundary due to unknown issues. Communications will be sent to affected customers with instructions they may choose to follow which will ensure Cloud PC metadata resides in the EU Data Boundary.

The following documented temporary exclusion has been removed: Cloud PC: For a small percentage of Cloud PC customers that purchased Windows 365 Business licenses, some of their Cloud PCs were provisioned in the UK as it was part of the EU deployment region. Customer Data transferred: all data, applications, and content is stored and processed in the UK. Affected Cloud PCs are targeted to be migrated to the EU Data Boundary by the end of February 2024.
September 5, 2024 Microsoft 365: SharePoint SharePoint (legacy infrastructure) has migrated customers to a newer infrastructure management service within the EU Data Boundary.

The following documented temporary exclusion has been removed: SharePoint (legacy infrastructure): Some SharePoint tenants for customers with an EU country or region rely upon a legacy infrastructure management service not yet available within the EU Data Boundary. For these customers, there are cases where a job/service that supports customer-initiated scenarios may temporarily access and store limited Customer Data in datacenters outside the EU Data Boundary. Examples of Customer Data transferred: customer created sites, folder names, or URLs that contain them may be stored and processed worldwide. Migration of these customers to a newer infrastructure management service within the EU Data Boundary is planned to be completed by June 2024.
September 3, 2024 Dynamics 365 and Power Platform: Microsoft Copilot Studio Microsoft Copilot Studio now processes all pseudonymized personal data in the EU Data Boundary.

The following documented temporary transfer was removed: Microsoft Copilot Studio transfers some pseudonymized personal data out of the EU Data Boundary. As part of service operations, when DevOps personnel run queries that combine system-generated data stored inside and outside the EU Data Boundary, transient egress of pseudonymized personal data may occur during the duration of the query runtime.
July 30, 2024 Azure: Azure DevTest Labs Azure DevTest Labs now stores all pseudonymized personal data in the EU Data Boundary.

The following documented temporary transfer was removed: "Azure DevTest Labs temporarily transfers some pseudonymized personal data from the EU. Azure DevTest Labs is a service for creating, using, and managing infrastructure-as-a-service (IaaS) virtual machines (VMs) and platform-as-a-service (PaaS) environments in labs. When customers create or modify resources in Azure DevTest Labs, the primary unique ID (PUID) of the lab, considered pseudonymized personal data, is stored in the United States. Work is ongoing to rearchitect portions of Azure DevTest Labs to store the PUID regionally."
July 3, 2024 Azure: Azure OpenAI Service Azure OpenAI Service adds an optional service capability for its new "global" deployment type that may cause Customer Data to be processed outside of the EU Data Boundary.
June 11, 2024 Azure: Azure DevOps Azure DevOps now stores all Customer Data and pseudonymized personal data for performance and health measurement purposes in the EU Data Boundary. Data transfers to support authentication and authorization for routing purposes are represented in the Network Transit section of Continuing data transfers for all services.

The following documented temporary transfer was removed: "DevOps transfers some Customer Data and pseudonymized personal data to the United States for authentication, authorization and performance, and health measurement purposes."
April 16, 2024 Microsoft 365: Microsoft Forms The following exception was removed from the Optional service capabilities that transfer Customer Data or pseudonymized personal data out of the EU Data Boundary documentation because it was listed in error. Forms is fully compliant with the EU Data Boundary.

Microsoft Forms: If a Microsoft 365 customer purchases the Advanced Data Residency add-on, a mapping of their user IDs to tenant ID is stored in the United States while the data is migrated to the local data center. This data is deleted once the data migration is complete, typically within 30 days.
April 1, 2024 Azure: Microsoft Copilot for Security Microsoft Copilot for Security is added as an EU Data Boundary excluded service. Data transfers for optional service capabilities and excluded services were added to the documentation.
February 7, 2024 Azure: Azure Monitor Activity Log Azure Monitor Activity Log now stores and processes Customer Data and pseudonymized personal data in the EU Data Boundary. Partial temporary data transfer was removed and Activity Log was added as an Azure Monitor component available in the EU Data Boundary.
January 2, 2024 All Microsoft launches the EU Data Boundary Wave 2 with updated documentation including pseudonymized personal data. Including blog post on January 11, 2024.
December 1, 2023 Azure: Microsoft Fabric Microsoft Fabric is added as an EU Data Boundary Service as identified in the Microsoft Product Terms. Ongoing partial data transfers and configuration details were added to the documentation.
December 1, 2023 Microsoft 365: Microsoft Teams The customer tenancies with Audio Conferencing and Phone System subscriptions that were migrated from Skype for Business to Teams now store all Customer Data in the EU Data Boundary.
November 3, 2023 Microsoft 365: Microsoft Teams Meeting Migration Service now stores the username and assigned phone number in the EU Data Boundary.

The following documented permanent exception was removed: "The username and assigned phone number are processed in the United States in the following scenarios: - When a user’s meetings are migrated from Skype for Business to Teams. - When a tenant administrator makes changes to the audio conference settings in either Skype for Business or Teams."
November 3, 2023 Microsoft 365: Microsoft Teams Microsoft Teams Meeting Invitation Template Customizations now stores all Customer Data in the EU Data Boundary.

The following documented temporary transfer was removed: "Microsoft Teams Meeting Invitation Template Customizations: Customer administrators can configure links and free-form text footers to be shown in Teams meeting invitations. To support global availability with minimal delays for customers that have configured these custom meeting template settings, this data is currently replicated globally. Examples of customer data transferred: links to custom logo, meetings support page, custom meeting terms of service, and free-form meeting invitation footer messages. This data is replicated globally, with work underway to move the data to storage in the EU Data Boundary by October 2023."
October 1, 2023 Azure: Microsoft Entra ID and Azure Active Directory B2C Microsoft Entra ID and Azure Activity Directory B2C are added as EU Data Boundary Services as identified in the Microsoft Product Terms. Both services are no longer considered a temporarily excluded service. Temporary partial data transfers, ongoing partial data transfers, optional service capabilities, and configuration details were added to the documentation.
September 19, 2023 Azure: Azure Communication Service Azure Communication Services now stores all Customer Data in the EU Data Boundary.

The following documented temporary partial data transfer was removed: “For customers using Azure Communication Services for telephone calls or SMS messages with participants located outside of the EU Data Boundary, Azure Communication Services stores related call detail records (CDRs) in the United States. Customer data transferred includes CDR data, such as participants, phone numbers, call durations, and dates/times of the communication.”
September 1, 2023 Azure: Cloud Shell Cloud Shell is added as an EU Data Boundary Service as identified in the Microsoft Product Terms. Cloud Shell is no longer considered a temporarily excluded service. Configuration details were added to the documentation.
August 25, 2023 Dynamics 365 and Power Platform: Email Orchestration Email Orchestration as part of Dynamics 365 and Power Platform services no longer stores or processes Customer Data outside of the EU Data Boundary.

The following documented temporary partial data transfer was removed: “Email Orchestration: When customers use Dynamics 365 and Power Platform to configure and send emails in scenarios such as marketing messages, workflow approvals via email, sending email from a distribution list, sending daily summary emails, or sending mail when an app or document is shared, the email contents are customizable and can include formatting, images, and data. Dynamics 365 and Power Platform services route the email request, which includes email-related data such as email addresses, the email body, and any attachments, to a communication platform that is currently hosted only in the US. This platform will be regionalized in the future. For more information, see the availability deck for complete details by service.”
June 12, 2023 Microsoft 365: Microsoft Viva Goals Viva Goals (legacy version) is added as an EU Data Boundary service. Viva Goals is no longer considered a temporarily excluded service.

The following documented temporary exception was removed: "Viva Goals in 2022. Ally customers, and any customers onboarded to Viva Goals prior to December 1, 2022, are hosted in the United States and, for these customers, all customer data will be transferred to, stored, and processed in the United States. Microsoft plans to migrate relevant customers to the EU Data Boundary, with a target completion date of May 2023."
April 28, 2023 Microsoft 365: Microsoft Teams Microsoft Teams Calling, Meeting, and Messaging services for some EU based tenants no longer store or process customer data transferred: voice and video media content for calls and meetings, user IP addresses, user configurations, phone numbers, messages, and annotations.

The following documented temporary partial data transfer was removed: “For some EU-based tenants, Microsoft originally provisioned support for their Teams services in datacenters in the United Kingdom and is in the process of migrating these services and related customer data to datacenters within the EU Data Boundary, with planned completion by June 2023. Tenants in the EU Data Boundary that are assigned to these data centers will have their Teams calls, meetings, and messages processed, and data stored outside the EU Data Boundary until the migrations in process are completed. Examples of customer data transferred: voice and video media content for calls and meetings, user IP addresses, user configurations, phone numbers, messages, and annotations. This data is currently stored and processed in the United Kingdom.”
