This article outlines the licensing, capacity, and dependencies required to deploy the Copilot Agent Kit by using Power Platform. Follow these prerequisites to ensure your environment is ready for installation.
Mandatory requirements
- A Power Platform environment with Dataverse as a data store: Microsoft Dataverse stores the Copilot Agent Kit configuration and test table data.
- System administrator security role in the environment to install Copilot Agent Kit.
- Power Apps code component framework for canvas apps. System administrator privileges are required to enable the feature in the environment.
- Power Apps Code Apps are enabled in the environment. System administrator privileges are required.
- Adequate licensing to run a Power Apps model-driven app.
- Adequate licensing to run Power Automate cloud flows with Premium connectors.
Note
You can install Copilot Agent Kit in the same environment where you host your custom agents, but this rule isn't a requirement.

Required dependencies
Copilot Agent Kit uses advanced components from the Power Platform Creator Kit. Deploy Creator Kit before you deploy Copilot Agent Kit.
Optional requirements
AI Builder/Copilot credits: To use AI Builder capabilities, you need Copilot Credits (first AI Builder credits if any). These credits are consumed when you use prompts with the Test Automation, Conversation Analyzer, Prompt Advisor, Agent Review Tool, Agent Value Summary, and Rubrics refinement features of Copilot Agent Kit.
Test Automation: Use AI Builder to analyze an AI-generated answer and compare it with a sample answer or validation instructions. Each test case of type "Generative Answers" consumes an average of 50 credits (based on our testing). Exact consumption varies based on the length of the test utterance, response, and other factors.
Conversation Analyzer: The analysis process uses AI Builder custom prompts and consumes a varying number of credits.
Prompt Advisor: Each iteration consumes an average of 120 credits (based on our testing), but can vary based on the length of the prompt being analyzed and other factors.
Rubrics refinement: Rubrics refinement runs and the actual refinement uses AI Builder custom prompts and consumes credits.

Connector requirements
The data policies applied to the target environment must allow every connector shipped in the Copilot Agent Kit solution, and the corresponding connections must be populated at solution import time—regardless of which features you intend to use afterwards.
