Creates an instance of a CatalogPartChrome object used to render the peripheral user interface (UI) elements for CatalogPart controls in a zone.

Remarks
The CreateCatalogPartChrome method returns a CatalogPartChrome object. The chrome elements for an individual CatalogPart control include its border and title text. The CatalogPart controls provided with the Web Parts control set do not have header verbs by default. However, it is possible to set the ChromeState property of a CatalogPart control, so that you can minimize and restore the control programmatically if needed.
