Metode IsModified menentukan apakah objek ini ConfigurationElement akan ditulis ke file konfigurasi ketika Save metode dipanggil. Jika nilai yang dikembalikan adalah false, diasumsikan bahwa file konfigurasi mewakili status elemen saat ini.
