The Decode(String, Byte[]) method decodes a binary representation of the data, using BER, to retrieve structured data.

Parameters
- format
- String
The format string.
- value
- Byte[]
An array of BER data.
Returns
The decoded data.
Exceptions
The format
parameter contains a null reference (Nothing
in Visual Basic).
The format
parameter contains an undefined character.
The underlying decoding fails. The decoding rules include the following.
