IsLoopback mengembalikan jika URI yang ditentukan ketika instans true ini dibuat adalah 127.0.0.1, loopback, atau localhost, atau jika URI tidak menentukan informasi host (misalnya, file:///c:Dir/file.txt). Semua URI lainnya mengembalikan false.
