CounterSample構造体の新しいインスタンスを初期化します。

このコンストラクターを使用して、パフォーマンス カウンターの初期サンプルを取得します。 システム モニターでは、 NextSample メソッドを初めて呼び出すときに、これらのパラメーターの値が自動的に提供されます。
