Based on your description, your Microsoft Entra Global Administrator account is only listed as a Member in Partner Center, and there is no existing Account Admin available to assign Partner Center roles.
According to my understanding, it is not possible for you to promote your own account to a Partner Center Global Admin or Account Admin role simply because you are a Microsoft Entra Global Administrator in your tenant. Partner Center roles are managed separately and must be assigned by an existing Partner Center administrator who already has the required permissions to manage users and roles. If your account is currently listed only as a Member in Partner Center, you will need to contact the organization or partner that owns and manages the Partner Center account and ask them to assign the appropriate Partner Center administrative role to your account.
If there is no active Partner Center administrator available, you may need to contact Partner Center Support via https://partner.microsoft.com/en-us/support?stage=1for further assistance.
