Parses the specified tag name.

ParseTagName(String, Int32)	Parses the specified tag name and resolves the resulting prefix. If the prefix cannot be resolved, an error is thrown.
ParseTagName(String, String)	Parses the specified tag name. Returns an XmlQualifiedName that consists of the parsed local name and the specified namespace.
