Resolves the signing key used for validating a token's signature.

The SecurityToken being validated, which may be null.

The key identifier, which may be null.

The TokenValidationParameters to be used for validating the token.
Return Value
The SecurityKey used to validate the signature.
Remarks
If both IssuerSigningKeyResolverUsingConfiguration and IssuerSigningKeyResolver are set, IssuerSigningKeyResolverUsingConfiguration takes priority.
