Specifically: When scaling out (either automatically, manually, or based on conditions), will the WebJob be cloned and run on the new instances as well? How does the WebJob behave during a scale-out? For example, does it run on every instance, or is it limited to a specific instance? When scaling out the App Service, apart from the application itself being scaled, are static files (e.g., images, uploaded files) also replicated across the new instances? How are those handled?
