If repair already didn’t change anything, the problem is often not the main Office install itself. It is usually something Excel loads with the file, like an add-in, a startup file, antivirus integration, or a damaged workbook.
Here are some suggestions you can try:
Start Excel in Safe Mode first, press Win + R, type excel /safe, and see if it opens normally. If it does, go to File > Options > Add-ins > Manage COM Add-ins > Go, untick everything, then reopen Excel normally. Safe Mode skips add-ins and startup items, so it helps narrow down what is blocking Excel.
Also check Excel’s startup folders. Excel can auto-open files from the XLSTART folder or an alternate startup folder, and one bad file there can make it hang every time. Moving those files out temporarily is recommended to test.
It is also suggested that you install all Office and Windows updates, and check whether your antivirus has any Excel or Office plug-in enabled. That kind of integration can cause freezing.
If it only happens with one workbook, try Open and Repair from File > Open, and if the file came from another app/export tool, recreate or re-export it since Excel can struggle with incorrectly generated files.
