I upgraded my Microsoft and have plenty of storage space left and I am still seeing this error message (0xE0000796) when I try to sync my OneNote notebook. How do I fix this?

I select get more space and it takes me back to my Microsoft account which tells me I have used 14GB of my 1TB storage. I have tried to sync online and the desktop app, but it still gives me the same error.
