As you’re using a personal account (@gmail.com), please note that it typically needs to be linked to an active Visual Studio Professional or Enterprise subscription, or be part of one of the supported programs below:
- Visual Studio Professional or Enterprise subscribers (automatic qualification)
- Companies in ISV Success / Microsoft AI Cloud Partner Program eligible tiers
- Organizations with Premier or Unified Support (via their Microsoft contacts)

Regarding the error “Login is not supported for consumer users” when accessing https://admin.cloud.microsoft.com: this is expected behavior. The Microsoft 365 admin portal requires a work or school account with an active business subscription and Global Administrator role to submit a support ticket. Consumer (personal) accounts can’t sign in to this portal.
If you believe you're eligible but still encountering issues, you can submit a support ticket through the Developer Program | Microsoft 365 Dev Center > Support for further assistance.
