Developer Program Application Rejected -Error B3D86D - No Support Channel Available

Hello Microsoft Team,

My application to join the Microsoft 365 Developer Program was rejected and I cannot access any support channel to resolve it.

Account details:

Request:

Please review my account and advise why it was rejected. I am willing to provide ID verification or any other requirements to prove I am a legitimate developer seeking the E5 sandbox for learning purposes.

I understand the E5 subscription is currently paused. I would like to have a support case opened so I can be notified when applications resume, or get guidance on next steps.
