Universal Printer showing up as other device Windows 11

Sometimes universal printers are added as other devices. Usually we can fix it by uninstalling the printer (other device), rebooting, and re-installing. This time we have a printer that will not install as a printer. How to fix?

Remove printer button missing from Windows 11

The remove button for deleting printers seems to be missing from my end user's devices, in Windows 11. The only group policy I could find that would do such a thing is disabled. (prevent users from removing printers) Is there somewhere else I am missing?
