Minecraft launcher won't connect most of the time.

When I try to run the Minecraft launcher I get a message in the top right that says:

"We unable to verify what products you own. Please check your internet connect."

and another message across the bottom that says:

"Oh no! Something went wrong, and we couldn't connect to the Minecraft services. Please connect to the internet to refresh your offline access. Try again"

This happens most of the time, sometimes (maybe 1 in 10) it works fine.

There's nothing wrong with my internet connection. I've found several dozen fixes for this issue on the web, but none of them have worked for me. It's to the point now where it won't even let me play offline. I have two Minecraft accounts and neither work.
