Using registry to do it was unsupported scenario and generally you won't be able to move taskbar.

Cannot move Taskbar to top after Windows 22H2 Update
I just updated to Windows 11 version 22H2. It does not allow the registry HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3 value change to '01.' After restarting Windows Explorer the registry value keeps returning to '03' and the Taskbar remains on the bottom.
I've had my Taskbar on top for the last several Windows versions, and the registry value change worked up to this last Windows update.
Any way to force the registry change?

2022-10-04T19:48:03.267+00:00 I reverted back to the previous Windows build and will wait until (hopefully) MS addresses this before going to 22H2 again. The top of screen Taskbar is more important to me than the added new features.
