Cannot move Taskbar to top after Windows 22H2 Update

I just updated to Windows 11 version 22H2. It does not allow the registry HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3​ value change to '01.' After restarting Windows Explorer the registry value keeps returning to '03' and the Taskbar remains on the bottom.

I've had my Taskbar on top for the last several Windows versions, and the registry value change worked up to this last Windows update.
Any way to force the registry change?

    Using registry to do it was unsupported scenario and generally you won't be able to move taskbar.

    MS has acknowledged their ignorance and even make sure the problem exists. Third-party UI customization apps might cause Windows to not start up

    I will be un-installing Win 11 and reverting back until this is fixed.

    Just keep taskbar at top!

    Why is it so hard to get an option to control this?
