Cannot move Taskbar to top after Windows 22H2 Update

I just updated to Windows 11 version 22H2. It does not allow the registry HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3​ value change to '01.' After restarting Windows Explorer the registry value keeps returning to '03' and the Taskbar remains on the bottom.

I've had my Taskbar on top for the last several Windows versions, and the registry value change worked up to this last Windows update.
Any way to force the registry change?

    Using registry to do it was unsupported scenario and generally you won't be able to move taskbar.

    I have been testing a small program that has allowed me to get my taskbar back where I want it, its not free but cheap and gives 100 days free trial ! " StartallBack " It takes a little time to discover best arrangement and which interface one prefers but does work satisfactory.

    Regedit didnt work out for me aswell, aint gonna install 3rd party apps just to solve something MS decided to remove spontaneously. This is almost the last straw for me to switch back to Linux. The only reason im still owning a Windows machine is gaming capabilities. Bring this back asap pls.
